Policy brief: Re-designing Europe through a large pan-European citizen debate

Different towns, same message : There’s no decent work’ ; ‘the politicians don’t care about us’ ; ‘we’ve been forgotten’.” reported Mike Carter, journalist at The Guardian who walked from Liverpool to London to speak with UK citizens. For him, the BREXIT vote was no surprise.

Could Europe provide an answer to bridge this gap between politicians and citizens ? It is not currently perceived as being the case. Europe could but Europe isn’t doing it, for the moment anyhow. For example, Europe has the power to protect EU citizens with the Charter of Fundamental rights included in the last Treaty. But Europe does not feel strong enough to fight against governments to enforce these rights.

When you have the capabilities but do not believe in your own project, of course, you fail.

We have the shared values and we have the institutions (as complex as it may be to enhance cooperation between 28 partners) but we have not defined our project for a new century. I believe we can do it, but it can only work if, in order to design it, we launch a wide pan-European citizens debate. Our former Director, Gérard Magnin, proposed a vision for a new European project two years ago, which for us is a vibrant proposal to deliver our 3D Energy transition : Democratise, Devolve and Divest towards a society and an economy based on Decentralised, Distributed and Decarbonised energy.

We need to discuss it seriously and include everybody.
