Local innovative financing solutions showcased in Climate Chance Summit in Nantes

Local authorities, including two Energy Cities’ members, showcased their energy efficiency investments at the Climate Chance Summit in Nantes.

Small city of Agueda in Portugal has recently set up a revolving fund which is financing energy efficiency and water efficiency measures in the public sector. The city council confirmed its strong political ambition and commitment to energy transition by allocating 300,000 EUR as seed money to the fund.

Brussels Capital region, for its part, announced a launch of the revamped Brussels Green Loan which is a zero or low-interest loan set up by the region and its partner financing institutions. It was designed as an incentive for homeowners to invest in energy refurbishment of their dwellings. According to their financial capacity and needs, Brussels inhabitants can choose between the short-term and long-term loan to finance one or several energy efficiency measures including wall insulation, energy efficient windows and heating system.

Province of Barcelona shared its experience with the implementation of energy efficiency projects in the public sector. Thanks to the ELENA-EIB technical assistance programme, the province set up a technical assistance unit to support 311 municipalities on its territory in development and implementation of sustainable energy projects. So far, it has supported 108 projects representing around 96M€ of investment and a CO2 reduction of 21,6K tonnes per year.

Other speakers included REScoop EU who encouraged local authorities to support citizens’ initiatives such as cooperatives on their territories to accelerate their energy transition. Positive impact of such action was illustrated on three Belgian municipalities - Eeklo, Asse & Beersel – which benefit from increased social acceptance for wind energy and whose citizens enjoy access to clean energy from local sources and the profits from the electricity sale.

Finally, the French start-up Greenflex showed how the company is massively renovating private residential buildings to ‘zero-energy standard’, thus transferring the Energiesprong concept tested in the Netherlands to France.

The event was co-organised by Energy Cities (coordinator of IEE-funded Infinite Solutions project), Climate Alliance (coordinator of Horizon 2020-funded CITYnvest project) and Entreprises pour l’Environnement.
